First step in ‘village centre’

Plans for a new 300-unit apartment development in Kelowna’s Mission, the first step in the development of The Pond’s neighbour ‘village centre,’ will hit the desks of city councillors next week.
City staff are recommending council provide preliminary support to the development just off Gordon Drive on Frost Road, near Canyon Falls Middle School.
Highstreet Ventures is planning to develop the site into a four-building, 300-unit apartment complex consisting mostly of two- and three-bedroom units.
City staff say the development is consistent with the overarching plans for ‘The Ponds’ neighbourhood, “and would contribute to completing the neighbourhood village centre.”
“The proposed multi-family development site is near a middle school, parks, and trails. The proposed development includes large amounts of greenspace and an amenity building for residents,” the staff report states.
“To date no commercial or multifamily development has occurred in this area,” staff continued. “If approved this development would be the first portion of the village centre to be developed.”
The project would contribute to an increase in traffic in the neighbourhood and will require upgrades to mitigate impacts, including a developer contribution to a future traffic signal at the Frost Road and Gordon Drive and construction of a northbound right turn lane at the Steele Road and Gordon Drive.
The project will require an official community plan amendment and rezoning application, both of which city staff recommend council give first reading to and send to a public hearing.
Council will discuss the proposal on Monday evening.
